(BLOOMINGTON) - A Monroe County man is facing animal neglect charges after authorities exhumed the carcass of one of his horses and found the animal starved to death.
51-year-old Forrest Deckard was charged with two counts of animal neglect in the March death of the horse.
Authorities also believe he allowed a second horse to become extremely emaciated.
