(BLOOMINGTON) - A 27-year-old Steven M. Finch, of Bloomington has been arrested in a fatal hit-and-run crash in which a motorcyclist was struck and dragged.

The crash happened on Moores Pike near Olcott Boulevard just before 8 a.m. Tuesday.

37-year-old Johnny Shane Harden, of Bloomington, was found lying in the street next to his motorcycle. Harden suffered head injuries and was pronounced dead at the scene.

As police worked to reconstruct the hit-and-run scene, Finch came to the Monroe County Jail just after 10 a.m. and turned himself in to police.

Finch admitted that he was distracted by an electronic device when he looked up and saw a motorcycle in front of him, but was unable to avoid striking the motorcycle.

Police say Finch initially stopped after the crash, backing over and dragging Harden's body before making a U-turn and leaving the scene.

Finch told police thay he went to a car wash and tried to wash away evidence of the crash, but eventually went to his parents' house and then turned himself in.

Finch was arrested and charged with leaving the scene of an accident involving death.

He was taken to the hospital to have his blood drawn for a chemical test, which is required by law in any fatal accident or one causing serious injury.

He was being held at the Monroe County Jail.
