(BLOOMINGTON) - Former Monroe County Human Resources Director Rhonda Foster has been charged with three counts of felony theft for alleged misuse of her county-issued credit card.
According to a probable cause affidavit filed Thursday by special prosecutor Barry Brown, Foster used a Visa to pay her personal property taxes in Delaware County, as well as personal expenses at Macy's and Lowe's.
The affidavit does not list the amounts, but said Foster misused the credit card while performing her official duties in 2010 and 2011.
In June 2012, a State Board of Accounts audit questioned personal expenses charged by Foster, who resigned in January 2012 amid accusations of theft.
County Commissioner Mark Stoops told Call 6 Investigator Kara Kenney that Foster had paid back the money.
The Monroe County Sheriff's Office said Foster had not been booked into the jail.
Instead, she will receive a summons to appear in court for hearing scheduled for March 13 at 1:30 pm.
