Grundmann To Leave City, Join SPEA Faculty

Last updated on Wednesday, November 6, 2013

(BLOOMINGTON) - City of Bloomington Human Resources Director Daniel Grundmann is leaving his post in city government to join the Indiana University School of Public & Environmental Affairs (SPEA) as a Lecturer faculty member in Human Resource Management.

He has been the Director of Human Resources for the City of Bloomington since 2001, served as the department's Assistant Director from 1998 to 2000, and was initially hired by the city in the role of Director of Safety Training and Communication in 1997. He has been an adjunct faculty member in SPEA at Indiana University since 2002. Grundmann was first certified by the Human Resources Certification Institute as a Senior Professional in Human Resources (SPHR) in December 2000, and is currently certified through 2015.

"It has been an incredible honor to serve as a city employee for nearly 17 years," Grundmann said. "I have unyielding appreciation for Mayor Kruzan, and for Mayor Fernandez, for entrusting me with my role in city government. I have been fortunate to work under outstanding leadership throughout my tenure."

He added, "I am grateful to all of our dedicated city employees, and to what I am convinced is one of the premier municipal leadership teams anywhere. I will especially miss working with our outstanding Human Resources Department staff."

"Daniel's advice and expertise have been invaluable to me and to the organization," Mayor Mark Kruzan said. "He's the best in the business of public sector human resources. It's entirely fitting that Daniel is joining SPEA, another institution dedicated to the promotion of public service."

Kruzan credited Grundmann with modernizing city government's employment and budgetary structures and reducing spiraling insurance premiums.

"Daniel's efforts to transition our city government benefits structure to the Indiana Association of Cities and Towns Trust Fund is saving taxpayers literally millions of dollars," Kruzan said.

Grundmann was involved in the complete revision of the compensation and benefits structure for the City of Bloomington; development of performance appraisal and job evaluation systems; revisions of the employee handbook and policy manual and negotiations of 14 collective bargaining agreements with three labor unions. Under his leadership, the department established an organizational development program, an extensive internal training curriculum and implemented a new Human Resources information system. He served as one of four members on the mayor's budget team and was a member of the city's strategic planning team and the innovation committee.

Grundmann led city efforts to demonstrate a commitment to diversity within the workplace by advancing city government's supported employment program, participation as lead business on the Diversity Works Business Leaders Board, sponsorship of an underrepresented student intern program and diversity management classes.

His last day with the city will be November 24.
