(BEDFORD) - Bedford man arrested after fleeing from police Sunday afternoon.
According to Bedford Police Chief Dennis Parsley, officers were on routine patrol at R and 15th Street when they noticed 19-year-old James Phelan of Bloomington driving a vehicle.
Phelan has never obtained a driver license and officers attempted to stop Phelan, who then fled from police.
The officer lost sight of Phelan's vehicle at R and Fifth streets. Another officer in the area spotted the vehicle at Sixth and X streets and when he saw police he got out of the vehicle and fled into a wooded area. Officers gave chase and had to forcibly stop Phelan.
Phelan then continued to struggle with officers as he was placed under arrest.
After getting Phelan in handcuffs, they discovered he had a glass smoking device in his pocket.
Phelan was arrested on charges of driving a vehicle while never licensed, resisting arrest by fleeing in a vehicle, by fleeing and by force and possession of drug paraphernalia.
