Bloomington Man Arrested Again For Panhandling

(BLOOMINGTON) - A Bloomington man was arrested again for panhandling.

67-year-old Charles Perine is accused of walking into traffic Friday in the 300 block of West Third Street, banging on car windows and holding a sign up the windows seeking money from drivers.

When police arrived they witnessed Perine blocking northbound traffic and banging on windows. The officer stopped Perine, who then became belligerent and told the officer to go away. Perine was then arrested.

The Herald Times reports that Perine has been arrested more than 100 times and convicted about 70 times on panhandling and other related charges since 1995.

Friday was this third arrest of this year.
