(BLOOMFIELD) - Former Greene County Republican Party Chairwoman 63-year-old Pamela Yoho of Bloomfield was arrested Tuesday on charges of falsifying payroll documents at the Odon business where she worked and overpaying herself $15,953.60. She is facing felony charges of computer tampering, committing an offense against intellectual property and two counts of theft.
Yoho, who was employed as a human resource manager at Maven Construction and Environment, based out of Odon, is accused of increasing her own pay without authorization. She was allegedly paid close to $16,000 illegally over the course of a couple of years of her employment at a Daviess County business.
Indiana State Police Master Trooper Gary Wier of the Jasper Post began an investigation when he was notified on February 23, 2015, after the company fired Yoho after realizing she had given herself raises without the company's consent. Company officials were also concerned about possible identity theft issues since the terminated employee had access to employee personnel information.
According to a probable cause affidavit, Trooper Wier reported that Yoho was interviewed for a job on April 16, 2013, then she was given a letter, dated April 18, 2013, offering her employment as the company's human resources manager with an annual salary of $55,000 and an official start date of April 22, 2013. Yoho was salaried and was to be paid $1,057.70 weekly.
According to a probable cause document prepared by Trooper Wier, "Yoho received $115,377.40 for 94 pay cycles. She should only have received $99,423.80 (94 pay cycles at $1057.70). Therefore, Yoho received $15,953.60 more than she was entitled."
The company also reported finding a second offer of employment in Yoho's personnel file, much the same as the original offer letter except the amount of the starting salary had been changed to $67,500, and they found other items with adjusted dates - Yoho is suspected of changing the dates and amounts to cover her actions.
Yoho's employment with the company was terminated, effective immediately, on February, 13, 2015.
The warrant for Yoho's arrest was issued after the criminal case against Yoho was filed in Daviess Superior Court on May 28.
She was taken into custody by the Daviess County Sheriff's Department at 3:47 p.m. on Tuesday, June 2, and booked into the Daviess County Security Center where her bond was set at $2,500 with ten percent allowed. She was released later the same day after posting $250 cash.
As of Wednesday morning, the court had not yet set the date for her initial hearing.
The Greene County Daily World reports, Yoho previously served two terms in the role of vice-chairwoman of the Greene County Republican Party under Chairmen Randall Brown and Otto Prow before ascending to the position of Greene County GOP Chairwoman in March of 2013, the month prior to starting her employment at Maven.
On Thursday, March 12, 2015, the Greene County Daily World was notified by a GOP party official that Yoho had resigned as chairwoman of the Republican Party for private reasons. However, later in the day, Yoho contacted the GCDW office and said she was not resigning. At that time she admitted she had contemplated resigning due to several factors including her health, and said she had discussed the issue with several members of the party, but ultimately chose not to leave her post.
Then, one week later, on Thursday, March 19, Yoho announced she had submitted her letter of resignation to GOP precinct committeemen and women, effective March 25. In her letter to county party officials, Yoho gave no reason for the resignation. But, in conversations with the Greene County Daily World, Yoho admitted the decision was based on several things involved in her personal life, and she said the decision was not an easy one to make.
The Greene County Republican Central Committee had 30 days following the effective date of Yoho's resignation to choose a replacement. They met in caucus on Saturday, April 18 and chose their party vice-chairman to take over leadership of the party.
