Comprehensive Master Plan Available For Public Review

(BLOOMINGTON) - The working draft of the updated Comprehensive Master Plan (CMP) is available for public review. Bloomington’s CMP will guide the City’s built environment for the next 5 - 7 years.

This document was formerly known as the Growth Policies Plan or GPP.

"This is the framework we use to make long-lasting, consequential decisions about the future of Bloomington; how it will look and feel to its residents and visitors," said Mayor John Hamilton. "Our city has changed, and we have learned a lot in that time. We will use these resident-directed guidelines to develop Bloomington in a way that reflects the vision and aspirations of our community. It's been 15 years since we did the last one. I'm looking forward to having this freshly updated plan in place."

Public feedback is crucial to the plan's development and will be incorporated into the working draft document. The public will have numerous opportunities to provide this feedback. First, the plan is available on the City's website: bloomington.in.gov. Comments are encouraged and may be submitted to planning@bloomington.in.gov. The Planning and Transportation Department will host informational meetings to facilitate public comment at the following times and locations:

By Indiana statute, comprehensive master plans must include:

A statement of objectives for the future development of the jurisdiction
A statement of policy for the land use development of the jurisdiction
A statement of policy for the development of public way, public places, public lands, public structures and public utilities.

The Bloomington CMP will include descriptions, goals and action plans in the following topic areas:

Community Services
Culture
Socioeconomics/Demographics
Environment
Downtown
Housing and Neighborhoods
Land Use
Transportation/Multi-Modal Network

City staff will review and revise the working draft of the plan to integrate public feedback received following those meetings. The Plan Commission must review and can revise the document after the public input sessions. Finally, the the plan will go to the Common Council for revision and approval. Allowing time for public input and editing, it is hoped the new CMP will go to Council for consideration during calendar year 2016.

Planning and Transportation Director Christy Langley commented, "I hope everyone will take advantage of at least one of the opportunities to comment on this important roadmap for our community's development. Tell us what you like, what you don't like; what works and what doesn't. Your input will have an impact on Bloomington going forward."
