Call to Artists: Vectren Mural Project, B-Line And 4th Street

(BLOOMINGTON) - Vectren, in collaboration with the the City of Bloomington, is issuing a call for artist proposals for a mural to be located on the Vectren fence parallel to the B-Line Trail beginning on 4th Street and going south.
This is part of an overall beautification project Vectren began earlier this year at its 4th and Madison Streets location.
"Thanks to Vectren for funding this one-of-a-kind public art installation. This is going to be a lot of fun to watch evolve, and once completed will add another asset to our inventory of unique public art on this thriving transportation artery," commented Mayor John Hamilton.
Mural Details:
- The goal of the mural is to provide an innovative and strong work of public art to the residents and visitors of Bloomington, IN.
- The mural will be approximately 288 ft. X 9 ft. (please see photo of fence at end of this document).
- The exterior wall is a chain link, black slatted fence. Due to the fence material, a Graffiti/Urban style mural is encouraged.
- There is no application fee.
- Proposal Deadline: 5 p.m. Friday, October 7th, 2016

Stipend:
- Artist will receive a $1,500.00 stipend. Initial Payment: 50% of the stipend will be paid within two weeks of a signed letter of agreement. 50% of the stipend will be paid upon completion of the mural.
Material reimbursement:
Artist will receive up to $1,000.00 in material reimbursements (with receipts and subject to a signed letter of agreement).
Completion Date: All work must be completed prior to November 30th, 2016.

- Illustrations of Proposed Work Proposals must contain between 1 and 5 sketches or digital renderings of the proposed mural.
A Description of the Proposed Work. Please include the following descriptions:
- A literal description of the mural.
- A description of the concepts in the proposed mural.
- A list of maintenance the mural will require, if any.
- An artist statement describing mural experience and interest in the project.
Support Materials/Previous Work
- Proposals should be accompanied by 5 to 10 images of previous work.
- Files should be submitted in a .pdf format and will be acknowledged upon receipt.
- Resume - Maximum 2 pages.
Additional Requirements:
- Artist shall be responsible for preparation of the surface to ensure strong adhesion for durability and longevity. This may include a primer and other preparation necessary for the optimum bond of the paint to the fence.
Selection:
- The artist will be selected by a committee of representative from Vectren, the Bloomington Arts Commission and City staff.
Submissions must be received by 5 p.m. on October 7th, 2016. Artists will be notified about the selection by October 14th, 2016. Send electronic submissions to starowis@bloomington.in.gov
