(PALM BEACH, FL) The N-F-L adopted some rule changes as the owners’ meetings wind down in Palm Beach, Florida.
Beginning with the 2012 season, all turnovers will be reviewed from the booth. The new rule is similar to the current rule in which all scoring plays are automatically reviewed.
The regular season overtime rule has been changed to match the postseason overtime rule, in which a team losing the coin toss will get a possession unless the team winning the toss scores a touchdown on its initial drive.
Three other changes were passed: a team now loses a down for illegally kicking a loose ball, too many men on the field becomes a dead-ball foul and crackback blocks will now be personal fouls subject to 15-yard penalties.
Among the rules that did not pass were proposals to have the booth official handle all video reviews instead of the referee and a proposal that would outlaw horse-collar tackles made on quarterbacks in the pocket.
Three proposals were tabled until the league meetings in May. Those proposals would expand preseason rosters to 90 players, allow teams to designate one player suffering a major injury before Week Two of the regular season as eligible to return from injured reserve, and move the trading deadline back two weeks to following Week Eight of the season.
