INDIANAPOLIS—A Judge in Indianapolis has convicted one man and cleared another in the scandal at a Family and Social Services job-training program.
Kevin Hightower will be sentenced next month on seven counts of racketeering, conspiracy and theft.
Judge Sheila Carlisle found Hightower and FSSA job training director Matthew Raibley stole half-a-million dollars by cooking up paperwork for training that never happened at Hightower's training firm Tower LLC.
Hightower faces up to 36 years, and deputy prosecutor Ron Byron says he'll seek some jail time.
