(STATEHOUSE) - An Indiana Supreme Court hearing on the toll road lease could end up resolving not only a preliminary issue, but the bottom-line question of whether the deal is constitutional.
Lease opponents are challenging an order to post a 1.9-billion-dollar bond to continue their suit.
But their arguments, and justices' questions, centered on the legality of spending lease proceeds on four-billion dollars in road construction.
