(INDIANAPOLIS) - The top administrator of Indianapolis Animal Care and Control responds to complaints that cats and dogs at the shelter are being mistreated.
Steve Talley says he investigated complaints about bleach stained water bowls, small cages and maggots found on some animals. He says he found officers followed proper procedures.
He admits they have problems, but says they're working to make things better.
