(STATEHOUSE) - Governor Mitch Daniels has signed the “puppy mill” crackdown.
When the law takes effect next year, commercial dog breeders will have to register with the state.
And they'll have to walk the dogs.
The measure sets new minimum standards of care--including daily exercises.
The new license fees will pay for inspections and enforcement.
Another bill just signed by the governor bans drivers under the age of 18 from using cell phones and similar devices behind the wheel, effective July first.
The measure also allows a new driver to get a license at the age of 16-and-a-half--after passing drivers education.
Without drivers ed, they'll have to wait till they're 16 and nine months.
And they'd have to have 50 hours of driving supervised by a license driver who's at least 25 years old.
Those provisions take effect in July of 2010.
