(LOUISVILLE, Ky. )(WDRB) - Police say a Louisville man took his 18-month-old child on a stroller run at 10:30 in the morning yesterday -and wasn’t seen again for more than seven hours.
According to an arrest report, the mother of 22-year-old Justin M. Harlow called police to file a missing person's report. She said Harlow left his home pushing his child in the stroller and she hadn't seen him since.
Police found Harlow and the child at 6 p.m. in McNeely South Park. Officers described him as "very dirty and confused." He allegedly told police that he was under the influence of Opana.
Police say they found half an Opana pill, a straw and other drug paraphernalia in his pocket and shoe.
"Being under the influence of Opana, on foot for several hours, the subject placed the 18-month-old at substantial risk of physical injury," police say.
He was charged with possession of controlled substances, possession of drug paraphernalia and wanton endangerment.
