(FORT WAYNE) - Charges have been filed against 21 people in Fort Wayne in a welfare scam.
They are accused of conspiring with a local restaurant owner, Stanley Collins, to use their food stamps to buy food to be sold at the restaurant.
Collins was charged last week with theft, corrupt business influence and welfare fraud.
