(INDIANAPOLIS) - The city of Indianapolis could be closer to implementating a more aggressive restriction on panhandling.
The council was presented with a proposal that would ban all panhandling within the downtown area and entire city between 5 pm and 8am.
City officials say several conventions have not returned to Indianapolis because of panhandling.
If it passes, the measure could face court challenges over First Amendment rights.
