Chief Dale Meredith has a warning for parents.
"If you don't know who you're giving your kids to, don't," said Meredith. "Keep your kids close at home, even if you think your kid is capable of taking care of themselves. If you don't intimately know the person that is going to be monitoring your kid, don't do it."
Cotton is currently being held in the Spencer County Jail.
