(UNDATED) - More and more financially-strapped Indiana cities and towns are embroiled in either annexation battles or competition to merge with nearby localities.
One of the latest examples focuses on Whitestown and Zionsville, both of which have hungry eyes for Perry Township.
Indiana Association of Cities and Towns Executive Director Matthew Greller says there's plenty of talk among localities about what should be merged, incorporated or annexed to help them control planning, zoning and future development.
Greller says it can often come down to boosting tax revenue and user fees collections, but it's usually about planning for the future of their communities. He says it's not a healthy occurrence, but some areas grow so quickly that localities often have to agree on municipal boundaries.
Greller says all communities want growth and fiscal health. He adds northwest Indiana - Lake and Porter counties specifically - is a good example of an area where nearly all localities are incorporated.
