Man arrested after he was found stumbling in the street

BEDFORD – A Bedford man was arrested after a Bedford Police officer noticed him stumbling in the middle of the road at 18th and M streets.

The officer initially believed the male was attempting to flag him down because he was flaring his arms, according to the probable cause affidavit.

The officer said he believed the male was confused or delirious.

When the male, later identified as 35-year-old John Kenney, saw the patrol vehicle, police said he walked towards the sidewalk and began to walk north on M Street.

The officer said he turned his vehicle around, causing Kenney to begin jogging south on M Street. The officer then said he activated the lights on his patrol car, at which point Kenney stopped and put his hands on top of his head.

Kenney told the officer he “didn’t want any trouble,” according to the affidavit.

The officer reported Kenney appeared to be “extremely paranoid and was making statements that did not make any sense”.

Kenney was sweating profusely and making unconstrained twitches and movements, which the officer said he believed was a sign of drug use.

Kenney told the officer the last time he had used methamphetamine was the day before, though later while being transported to the police station, he said it had only been an hour since he had used the drug, police said.

Kenney was arrested on charges of public intoxication.

While at the jail, began yelling that he was in pain. Jail officers said they later found Kenney with a syringe he had pulled from his anus, leading to him being charged with unlawful possession of a syringe.
