BEDFORD – A Bedford man was arrested on drug and public intoxication charges on Saturday, May 27 when Bedford Police officers responded at 9 p.m. to John Williams Boulevard and R Street after a report of a man standing in the middle of the road stopping cars.
Dispatch received several 911 calls about the incident.
Police found 42-year-old Steve Stroud in the middle of the road. He had stopped a red car and was at the driver’s side window of the vehicle.
The officer immediately exited his patrol car and told Stroud to move away from the vehicle and he complied.
Police say Stroud was bleeding from his hands. Police say Stroud was sweating profusely, acting erratic, and appeared to be under the influence of drugs.
Stroud was detained. In his pocket, police found a plastic baggie of crystal meth and a driver’s license that belonged to a different man.
When asked about the meth and license Stroud responded, “We do a lot of things in the
streets.”
An IU LifeLine ambulance responded to treat Stroud’s hand injury. Stroud said he cut his hand by grabbing a car window.
Stroud was arrested on charges of possession of meth, disorderly conduct, and public intoxication.
The occupants in the red car told police Stroud scared them after he asked to get into their vehicle. He told them that someone was shooting at him.

While at the Bedford Police Department, Stroud gave officers the wrong spelling of his name and the wrong date of birth several times. He told police he was working with the CIA and the government
