ROANOKE – On Wednesday August 16, 2023, the Indiana State Police Internet Crimes Against Children (ICAC) Task Force initiated a criminal investigation based a Cyber Tip that was received from the National Center for Missing and Exploited Children (NCMEC).
On August 17, 2023, the investigation led detectives with the Indiana State Police ICAC Task Force to serving a search warrant on a residence at 12 Palace Drive, Roanoke, IN. Assisting in the execution of that search warrant were troopers from the Indiana State Police Fort Wayne Post, investigators with the United States Department of Homeland Security, Indianapolis Metropolitan Police Department, Huntington County Sheriff’s Department, and the Roanoke Police Department.
As a result of this investigation, Cecil Spangler, 35, and Anna Fleishman, 34, both of Roanoke, Indiana, were arrested and transported to the Huntington County Jail on the following preliminary criminal charges:
Cecil Spangler
- Child Molesting, Level 1 Felony (two counts)
Anna Fleishman
- Child Molesting, Level 1 Felony
- Child Exploitation, Level 4 Felony
- Child Pornography, Level 5 Felony

The above listed criminal charges are preliminary at this point. All suspects named in this release are to be presumed innocent until proven guilty in a court of law.
