BLOOMINGTON – Today, David G. Henry announces his campaign for the at-large seat in the Monroe County Council.
A dad, educator, management consultant, and chairman of the Monroe County Democratic Party, David aims to bring his experience and decades-long commitment to public service to the County Council in the next term.
“County Council is where we fund our future,” David remarked. “Our county faces important challenges, from building a new constitutional jail and justice center to investing in infrastructure that benefits good economic development. I hope to build on our past successes and ensure that our budget reflects our values, fosters inclusion, and creates possibilities for everyone in Monroe County.”
Henry seeks to fill the vacancy in the council created by the retirement of Geoff McKim.
“I thank Geoff for his years of service. I hope to continue his get-stuff-done legacy of responsible fiscal stewardship for our county,” said David.
David is thankful for the early support from Monroe County neighbors, businesses, and friends.
“This is a community campaign. I’ll work to align our community’s vision for sustainability, economic diversity, and civil liberties with the day-to-day business of fiscal transparency and meeting our obligations. Working people deserve a shot at not just surviving but thriving in Monroe County. The County Council lays the fiscal foundation for those opportunities. My experience both in and out of government prepares me to get to work on Day 1.”
Joining David’s campaign team are State Senator Shelli Yoder as Chair and Susan Hingle as Treasurer.

About David Henry
With over 20 years of governmental and non-governmental experience, David brings a mix of management and consulting skills to the Council. He has worked in project management consulting in Washington, DC, with various federal agencies, including the Department of Health and Human Services, CDC, Homeland Security, FEMA, Justice, Veterans Affairs, and Energy.
He has also been a senior management fellow to the District of Columbia Government, where he supported human resources and risk management programs, and a senior policy analyst at the bi-partisan National Governors Association in Washington, DC.
If elected, David would be the only council member with experience working in county government as professional staff, having worked for the Monroe County Health Department as the county’s pandemic and bioterrorism emergency coordinator. His strong connections with
elected officials countywide position him to foster collaboration.
David, unanimously elected Chair of the Monroe County Democrats in January 2022, is also part of the Indiana University O’Neill School teaching faculty, where he created the university’s homeland security studies minor. He served in leadership roles in community organizations, including the Monroe County Board of Elections, the Monroe County Medical Reserve Corps, Bloomington Sunrise Rotary, and the Sierra Club Hoosier Chapter. He is also a civic member of the Greater Bloomington Chamber of Commerce.
Originally from Pennsylvania’s Appalachia outside of Pittsburgh and raised in the Ohio “Rust Belt” near Cleveland, David moved to Bloomington in 2002 to earn his Master of Public Affairs from the IU O’Neill School. He resides in Van Buren Township with his spouse and their three children.
