CLARK CO. – Indiana University fired Bradley Kramer on Feb. 7 without cause.
Kramer was still on probationary status with the university, working as a patrol officer at Indiana University Southeast. He was hired in November after working for the Clark County Sheriff’s Office between 2014 and 2023.
Kramer’s employment records at the Clark County Sheriff’s Office are part of an ongoing corruption investigation into former Sheriff Jamey Noel.
Current Sheriff Scottie Maples turned over records to state police investigators claiming Kramer was entitled to a pension benefit from the county when he retires. The records in Kramer’s file showed he had been promoted to Jail Matron in 2015 rather than in 2018, as other official county records show.
The matron position can participate in the Sheriff’s office pension system but must serve eight years to qualify. The records in Kramer’s file showed Kramer had been promoted in 2015 with other officers, but the announcement did not match a time-stamped photo of the same document.
The pension census showed Kramer’s eligibility was backdated to 2015, even though his name first appeared in 2018. Minutes of the Clark County Sheriff’s merit board show Harold Goodlett was promoted to matron in 2015. Goodlett confirmed he held the position for two years.
Sheriff Jamey Noel’s signature was on all the documents in Kramer’s file. Kramer married Noel’s wife’s sister in 2016.
Officials said Kramer’s pension claim was rejected. It would be worth nearly $13,000 annually during his retirement. An internal investigation into the matter is on hold while the Indiana State Police conduct their criminal investigation into Noel.
Jamey Noel also served as the Republican Congressional Chairman for District 9, which includes Monroe County and the Clark County Republican Party Chairman. He now faces 25 felony charges and has been investigated by Indiana State Police since June 2023.
The state filed ten charges against Misty Noel, Jamey Noel’s wife, in February: five counts of theft and five counts of tax evasion. Those exact charges were tacked on Wednesday to Jamey Noel’s case.
The Indiana State Police investigation into Jamey Noel started in June 2023 when authorities believed Noel instructed Clark County jail employees to work on his personal and rental properties and run errands for him while working on county time and being compensated with public funds.
On August 17, 2023, investigators served multiple search warrants at Noel’s home regarding an investigation into public official corruption allegations.
Investigators have also examined Noel’s vast automobile collection, which includes 24 vehicles, including several Cadillacs, Chevrolet Camaros, and Chevrolet Corvettes. Police believe Noel stole funds as part of a vehicle buying, selling, and trading scheme.
According to court documents, 133 vehicles are registered to the Utica Township Volunteer Fire Department and New Chapel EMS. A review of those vehicles showed several were “inconsistent” with a not-for-profit fire department and EMS business.
Newly released court documents state that Jamey Noel has nearly $5 million in personal charges to business credit cards linked to the Utica Township Volunteer Firefighters Association.
In December, investigators accused Jamey of unlawfully purchasing a Cessna airplane.
The investigation has also uncovered Jamey fathered a child with former Clark County Councilwoman Brittney Ferree and made child support payments with non-profit funds.
Jamey Noel was charged in November 2023 with 15 felonies, including counts of corrupt business practices, ghost employment, official misconduct, theft, and tax evasion. He pleaded not guilty to those charges.
