CLARK CO. — The daughter of a former Clark County sheriff is facing nine felony charges of theft and tax evasion as part of an investigation into corruption and fraud led by Indiana State Police.
Kasey Noel has become the latest member of the Noel family to be charged in connection to the ISP investigation after her father, former Clark County Sheriff Jamey Noel, was arrested in November of last year.
According to the Indiana State Police, Clark County Sheriff Scott Maples brought forward multiple alleged incidents of official misconduct involving Jamey during his time as sheriff between 2015 and 2022 and requested that the ISP investigate.
Search warrants have led to new allegations that Jamey and his family paid off millions of dollars in credit card charges with public funds. Jamey previously oversaw New Chapel Fire and EMS and the Utica Township Volunteer Fire Department.
Jamey is accused of planting a secret recording device in the former assistant chief’s office and allegedly ordering CCSO employees to perform maintenance on his personal, business, and investment properties while also being employed and paid by the CCSO.
Jamey Noel also served as the Republican Congressional Chairman for District 9, which includes Monroe County and the Clark County Republican Party Chairman.
ISP said the former sheriff allegedly sold county vehicles and equipment at a discounted price to employees who “worked on his personal vehicles, property and non-profit business.”
The former sheriff is also accused of approving a retirement benefit for one of his family members.
He was arrested and charged with four felony counts of theft, one felony count of corrupt business influence, one felony count of obstruction of justice, five felony counts of ghost employment, and four felony counts of official misconduct. In early February, Jamey received ten additional charges, including theft and tax evasion.
The former sheriff’s wife and Kasey’s mother, Misty Noel, was also charged in February with five counts of theft over $50,000 (level 5 felony) and five counts of tax evasion (level 6 felony) after investigators found that she served as the chief executive officer and chief financial officer for various businesses associated with Jamey. Meanwhile, Kasey allegedly functioned as the executive assistant.
Various search warrants revealed that Kasey charged more than $108,660.59 on an American Express credit card belonging to the Utica Volunteer Fire Department and New Chapel EMS. Throughout the investigation, 42 search warrants and subpoenas were issued.
The credit card purchases allegedly occurred between October 2018 and September 2023. They included clothing, cosmetics, manicure and pedicure services, food, tickets, trips, alcohol, utilities, vaping products, gas, Netflix, and various Amazon orders.
A subpoena on an American Express Business Gold card showed charges between October 2018 and November 2023 totaling $730,992.93 for jewelry and items purchased from cigar stands, among other things.
Court documents show that 83 payments for $4,113,106.43 were made to the Business Gold card account between October 20, 2018, and November 24, 2023.
American Express reportedly told ISP investigators that there were five American Express holders for cards associated with the Utica Volunteer Firefighter Association. On Jan. 25, 2024, investigators received over 1,000 pages detailing charges, payments, and statements highlighting Jamey, Kasey, and Misty’s alleged involvement in the account.
For the tax years of 2019 through 2022, Kasey allegedly withheld several thousand dollars when filing her individual income tax returns by failing to report $96,520.55 from the Utica Township Volunteer Fire Fighter Association credit card.
Kasey is facing five counts of theft (level 6 felony) and four counts of tax evasion (level 6 felony) after she was brought into custody without incident around 4:20 p.m. Friday at the Clark County Courthouse. She was then transported to the Scott County Detention Center, where she is held without bond.
Kasey is set to appear in Clark Circuit Court 1 on Monday at 10:30 a.m.
Indiana University fired Bradley Kramer on February 7, 2024, without cause.
Kramer was still on probationary status with the university. He was hired in November as a patrol officer at Indiana University Southeast. He had worked for the Clark County Sheriff’s Office between 2014 and 2023.
Kramer’s employment records at the Clark County Sheriff’s Office are part of an ongoing corruption investigation into former Sheriff Jamey Noel.
Current Sheriff Scottie Maples turned over records to state police investigators claiming Kramer was entitled to a pension benefit from the county when he retires. As other official county records show, the documents in Kramer’s file showed he had been promoted to Jail Matron in 2015 rather than in 2018.
The matron position can participate in the Sheriff’s office pension system but must serve eight years to qualify. The records in Kramer’s file showed Kramer had been promoted in 2015 with other officers, but the announcement did not match a time-stamped photo of the same document.
The pension census showed Kramer’s eligibility was backdated to 2015, even though his name first appeared in 2018. Minutes of the Clark County Sheriff’s merit board show Harold Goodlett was promoted to matron in 2015. Goodlett confirmed he held the position for two years.
Sheriff Jamey Noel’s signature was on all the documents in Kramer’s file. Kramer married Noel’s wife’s sister in 2016.
Officials said Kramer’s pension claim was rejected. It would be worth nearly $13,000 annually during his retirement. An internal investigation into the matter is on hold while the Indiana State Police conduct their criminal investigation into Noel.
