BEDFORD – On Saturday, April 13, Bedford Police officers responded to the rear of 15th and I Street just after 2:00 p.m. on a report of a man standing in the roadway and yelling.
The callers reported the man was wearing a black shirt, blue jeans, and a hat.
According to Officer Tedrow, officers found the man matching the description near the intersection of 16th and L Streets when they arrived.
Officer Tedrow directed 28-year-old Brain Shaffer to stay out of the roadway. He then checked to see if Shaffer was wanted on any warrants and found he was wanted for a probation violation in Owen County.
Officer Tedrow found Shaffer at the intersection of 16th and M Streets. He advised Shaffer he was wanted on a warrant and would be detained. As he attempted to place Shaffer in handcuffs, he powerfully pulled away and began to yell that he was Jesus. He continued to resist, and he was escorted to the ground to be handcuffed. Shaffer continued to struggle and refused to place his hands behind his back. Capt. Emmons arrived to assist. Shaffer continued to struggle and refused to comply. Capt. Emmons administered a drive stun into Shaffer’s lower back, and he was eventually handcuffed.
Shaffer was arrested on charges of resisting arrest and the warrant.
While attempting to take Shaffer into custody, Captain Emmons’ body-worn camera was
damaged. The damage was to the front side and the lens.
