IU Police Capt. and husband arrested on theft and fraud charges

BLOOMINGTON – Indiana University Police Captain Christopher Carl Collins was arrested Thursday after police say he stole from a medical device company.

“IUPD learned of the criminal charges against Captain Collins on May 30,” IUPD said. “He has been placed on administrative leave pending the outcome of the criminal process.”

Collins was arrested on felony fraud and theft charges after a six-month investigation by the Bloomington Police Department. If convicted, he could spend six months and 2.5 years in prison. The Morgan County Prosecutor’s Office will serve as the special prosecutor in the case.

Collin’s husband, Robert Casad, is also charged in the case and was arrested on 13 separate felony charges of theft and fraud, all level 6 felonies.

Collins and Casad posted bond after their arrests and will have initial hearings in court on June 6.

According to court records, Collins and Casad are accused of stealing over $32,000 from a local medical device company. Collins, 38, allegedly benefitted from unauthorized financial transactions conducted by his husband, Robert Casad, a former Innovative Surgical Designs (ISD) employee.

According to a probable cause affidavit, the CEO of ISD reported financial discrepancies on November 29, 2023, citing that Casad, who served as the office manager, had made unauthorized withdrawals and purchases using the company’s JP Morgan Chase account. The transactions, unauthorized checks, and purchases were discovered after Casad’s resignation on November 7, 2023.

Among the reported alleged transactions was an $8,000 check payable to 3C Properties, a business registered to Collins.

Police say surveillance footage confirmed that Collins cashed the check and transferred most of the funds into his personal account. During the investigation, police found numerous other non-business-related transactions, including checks made out to Casad himself.

ISD reported a total loss of $32,672.69.
