INDIANA – The following Indiana State Police Troopers celebrate milestone anniversaries, including a Bloomington native.
Master Trooper David D. Haines surpassed 30 years of service on December 20, 2023.
Master Trooper Haines currently has a patrol assignment in Fort Wayne’s Zone 3 (Adams, Blackford, Jay, and Wells Counties). However, being one of the department’s primary Control Tactics Instructors, Haines spends much of his time at the Indiana Law Enforcement Academy in Plainfield, where he trains and prepares new recruits for duty. Haines is the lead Control Tactics Instructor for the Fort Wayne Post.
Master Trooper Haines is a native of Bryant, Indiana, and a 1984 Jay County High School graduate. Haines earned his Bachelor’s Degree in Criminal Justice with a minor in Counseling Psychology from Ball State University in 1988.
Haines is a graduate of the 50th Indiana State Police Recruit Academy. He was appointed as a Trooper on December 20, 1993, and was first assigned to the former Redkey Post, where he patrolled Blackford and Grant Counties. During his career, he has served the Department as a member of the Tactical Intervention Platoon and a District Duty Officer (Redkey Post) and continues to serve as a Control Tactics and Taser instructor. Haines and his family are residents of rural Jay County.
25 Years of Service
On June 13, 2024, troopers who graduated with the 57th ISP Academy Class surpassed their 25th year of service.
Master Trooper Kris Coffey, currently assigned to the Fort Wayne Post’s All Crimes Policing (ACP) squad, primarily works criminal interdiction patrols in and around the Fort Wayne region.
Coffey has previously served as a Squad Leader at the Fort Wayne Post and spent nine years as a SWAT operator with the North ISP SWAT Team.
Native to Bloomington, IN, Coffey graduated from Bloomington South High School in 1996. After high school, he enlisted in the United States Army Reserves and served with the 377th MP Company out of Cincinnati, Ohio, from 1996-2002. In 1998, he graduated from Vincennes University with an associate’s degree in criminal justice.
After graduating from the ISP Academy in 1999, he was assigned to Fort Wayne Post. That initial assignment led to his relocation to Decatur, where he has remained with his wife and three daughters for the last 25 years.
Sergeant Tim Dolby is currently assigned as a Crime Scene Investigator (CSI) for the Fort Wayne Regional Laboratory. He has served in this capacity since 2015.
Sgt. Dolby is a lifelong resident of Huntington County. He graduated from Huntington North High School in 1987. Before joining the State Police, Dolby served as an Infantry Officer in the Army National Guard 38th Infantry Division 1/293rd Charlie Company.
After graduating from the ISP Academy in 1999, he was first assigned to the Indiana Toll Road before transferring to Fort Wayne Post in 2001. He was then assigned patrol duties in Adams, Huntington, and Wells Counties. He has served with the Tactical Intervention Platoon and was a longtime ISP Underwater Search and Rescue Team member as a Scuba Diver before being promoted to Sergeant (CSI).
Master Trooper Marc Leatherman currently serves as the Area II Crash Reconstruction Team Leader, a full-time position created in 2023 to provide oversight and technical management of the more technical severe crash investigations across the northeast Indiana region.
He has been a certified Crash Reconstruction Investigator since 2005, managing the technical crash investigations part-time since 2013.
Leatherman is a lifelong resident of Noble County. He graduated from Central Noble High School in 1991 and attended Ball State University from 1991-93. After graduating from the ISP Academy in 1999, he was first assigned patrol duties at the Peru Post before being transferred to his home district at the Fort Wayne Post. 2000-2023, he worked patrol in Noble, LaGrange, and Whitley Counties. Alongside his daily patrol and crash investigation responsibilities, Leatherman also served (continues to serve) as the ISP Youth Camp Director at Trine University for the past 14 years. He served on the ISP Underwater Search & Rescue Team for ten years, currently serves as a Firearms Instructor, and is a member of the ISP Honor Guard.
Master Trooper Joel Lemmon currently serves as the District Firearms Training Coordinator for the Fort Wayne Post.
In this capacity, Lemmon is responsible for managing, scheduling, and conducting the District’s annual firearms training and qualification courses for all troopers. Lemmon is also certified as a Taser and Tac Med Instructor. He previously served as the Assistant Commander for the Tactical Intervention Platoon.
Lemmon has lived in Columbia City his whole life. He graduated from Columbia City High School in 1991 and attended IPFW from 1991 to 1995. After graduating from the ISP Academy in 1999, he was first assigned to the Indiana Toll Road. In 2001, he was transferred to his home district at the Fort Wayne Post and assigned patrol duties in DeKalb County and then Whitley County.
