Bloomington man arrested after being disorderly, kicking a police officer

BLOOMINGTON— A Bloomington man was arrested after he allegedly kicked a Bloomington Police officer in the groin while being detained.

Donald L. Shaffer, 43, was arrested Sunday for disorderly conduct after Bloomington police were called to a local apartment complex after a man yelling loudly.

Shaffer was also charged with resisting law enforcement and battering an officer after police say he turned violent while being detained.

Bloomington Police Department officer responded to Kinser Flat Apartment around 3:30 a.m. after dispatch received several calls about a man yelling.

Officers had gone to the apartment complex earlier in the day after reports of Shaffer being belligerent.

Officers arrived and found Shaffer yelling at someone inside the apartment unit. Police knocked on the door and detained Shaffer in handcuffs as soon as he answered. This was because he’d been warned of his conduct earlier.

Shaffer was taken to a patrol car, but police said he began to tense up and resist as officers were escorting him. He then reportedly “forcefully pulled away” from officers.

After successfully getting Shaffer inside the police vehicle, police reported Shaffer “started forcefully hitting his head” on the backseat and kicked the back windows. Officers decided to try to move Shaffer to another squad car with bars over the windows.

While moving Shaffer to another car, Shaffer continued to resist. Eventually, police said that Shaffer kicked one of the arresting officers “in his groin, causing pain.”

Officers had to force Shaffer to the ground by lifting his arms and pushing his shoulders forward. Backup officers helped detain Shaffer by putting their knee on the back of his legs, police said.

Police got Shaffer into a squad car without using further force. He was then transported to the Monroe County Jail.
