Two arrested on drug charges after a report of people passed out in a vehicle at Walmart

BEDFORD – Two people were arrested Monday on drug charges after Bedford Police officers were requested to Walmart after a report of two people passed out in a vehicle.

Police arrested 23-year-old Brandon Spencer, of Bedford, on charges of dealing and possession of meth, dealing and possession of a controlled substance, and possession of drug paraphernalia. He was also wanted on a warrant for failure to appear and 24-year-old Jacqueline Bartlett, of Bedford, on a charge of possession of meth.

Bedford Police Sgt. Toby Gerkin and Captain Kody Emmons found Spencer and the passenger, Mckenzie Jones, with their heads slumped over and their eyes closed inside the vehicle. Officers knocked on the window, and they both woke.

Police say Spencer had a bag around his shoulders and torso and immediately moved his hands around rapidly around the bag.

When asked what they were doing, they said they were waiting on their friend Jacqueline Bartlett, who was inside Walmart.

An IU Lifeline ambulance arrived on the scene.

Both were asked to step out of the vehicle. Spencer took off the bag and placed it in the car.

Police learned Spencer was wanted on a Morgan County warrant for failure to appear, and he was detained.

Officer Michael Bell and his canine partner Castiel were requested to the scene. Castiel alerted officers to drugs in the vehicle.

Inside the bag Spencer was carrying, police found three baggies that contained 31 grams of crystal meth and a glass smoking pipe.

Police then detained Jones.

Police then noticed Bartlett standing near the entrance of Walmart, where she was detained. She gave police permission to search her. They found a metal container on her keychain that contained crystal meth.

Spencer and Bartlett were transported to the Bedford Police Department. Due to both Spencer and Bartlett’s lethargic behavior, the substance was also field tested for heroin and fentanyl. The meth contained fentanyl.

Spencer admitted the smoking device and the baggies containing meth and fentanyl were his. He told police he had purchased an “eight ball” and smoked some of it. He said the rest of the drugs belonged to a friend who had placed them in his bag. He refused to identify the friend.

Jones was released. The vehicle belonged to a relative of Jones. She contacted a family member to retrieve the vehicle.

Both Spencer and Bartlett were then transported to jail.

Once at the jail, Officer Landon Jones asked Bartlett if she had any other drugs on her person. She admitted she had a baggie of meth in her bra.
