Rep. Banks votes NO on continuing Biden-Harris spending levels

WASHINGTON—Wednesday, after voting against H.R. 9494, the Continuing Appropriations and Other Matters Act of 2025, Congressman Jim Banks (IN-03) released the following statement:

Today (Wednesday), I voted against another spending bill that didn’t cut a single cent in federal spending. It adds a trillion dollars to our debt, spends the same level as when Nancy Pelosi was Speaker, and funds the Biden-Harris White House’s open borders, America Last agenda. Nearly 60% of Hoosiers say they are driving less to save money on gas, and families in Indiana struggle to cover everyday expenses more than in any other state in the Midwest. I will not go along with inflationary Biden-Harris spending, which has made it impossible for working families to make ends meet. Now that this CR has failed, I hope Speaker Johnson will put a spending bill on the floor that cuts spending and includes the SAVE Act.”

H.R. 9494 includes:

  • Funding for DOD and VA-provided abortion access
  • $10 billion for global health initiatives, including “for family planning and reproductive health services to help prevent maternal mortality globally”
  • $10.3 billion “in critical funding for sustainable and inclusive development, democratic governance, environmental protection, and economic growth programs”
  • $3.4 billion for funding commitments to UN and other international organizations.
  • $8.7 billion for global humanitarian assistance programs.
  • No funding for a border wall.
  • $91.3 million for refugee settlements.
  • $200 million more in funding for a new FBI headquarters.  
  • An extra $300 million for the National Institute of Health.
