“We are thrilled to appoint Dr. Markay Winston as superintendent of MCCSC,” Hennessey said. “In her six months as interim superintendent, she has demonstrated her deep understanding of our community, her compassion for all of our stakeholders, her deep commitment to making this district the best it can be, and her skill at navigating so many competing priorities at this crucial moment. We are excited to work alongside Dr. Winston and her team to continue the academic excellence and equity legacy in MCCSC.”

Dr. Winston brings extensive experience to the role, having worked for MCCSC for seven years. Before serving as interim superintendent, she was deputy superintendent and assistant superintendent for curriculum and instruction. Her long tenure in the district has provided her with a solid foundation in leadership and educational strategy.

In her statement following the appointment, Dr. Winston outlined her leadership philosophy, emphasizing core values of transparency, integrity, and respect. “My Superintendency will be characterized by honesty, respect, transparency, and integrity,” she said. “These pillars are central to my commitment to being a student-centered leader focused on coalition-building and authentic two-way communication.”

Dr. Winston holds a Ph.D. and a master’s degree in School Psychology & Counseling from the University of Cincinnati and an administration and superintendent license from Xavier University.

As she steps into the permanent role, Dr. Winston has identified six key strategic priorities for the district, which will guide MCCSC’s efforts over the next several years:

  1. Strengthening health and safety efforts across the district.
  2. Accelerating the learning potential for all students, ensuring equitable educational opportunities.
  3. Expanding early learning programs to better serve younger students.
  4. Upgrading academic, athletic, and performing arts facilities to meet modern needs.
  5. Strengthening fiscal and operational health to ensure the district’s long-term sustainability.
  6. Developing a new five-year strategic plan to ensure continued progress and success.
