INDIANA — A new audit reveals further financial misconduct by former Clark County Sheriff Jamey Noel, already serving a 15-year sentence for 27 felonies. The Indiana State Board of Accounts (SBOA) report, filed January 29, alleges Noel mishandled hundreds of thousands of dollars related to fire department contracts and the sale of fire trucks.

The audit claims Noel failed to deposit $410,000 in contract payments from the Utica Township Fire Protection District and New Albany Township Fire District for fire and EMS services into the proper fire department account between 2019 and 2023.
The report also details discrepancies in the sale of three fire trucks to Brindlee Mountain Fire Apparatus LLC between 2020 and 2022. While two trucks were initially purchased by the fire district, which contracted with New Chapel, the funds from their sale were not correctly deposited. Two checks totaling $385,000 went into a New Chapel EMS account, and a third check for $56,610.62 was never deposited.
The SBOA is demanding Noel repay $760,859.57, which includes $120,859.57 to cover the investigation’s cost. The report also questions the legitimacy of fire board meeting minutes documenting the transfer of truck ownership from the fire district to the fire department, citing discrepancies such as transfers occurring after the sale and unsigned minutes.

This new audit follows a 2024 SBOA report that formed the basis of charges against Noel, his estranged wife, Misty Noel, and their daughter, Kasey Noel. That initial report detailed millions of dollars in personal charges on UTVFA credit cards.
Kasey Noel was sentenced in January to 60 months in prison with most suspended to probation after pleading guilty to theft and tax evasion. She will serve 4.5 months in jail. Misty Noel is awaiting trial.
