
BEDFORD – A Bedford man was arrested early Sunday morning on multiple charges of operating a vehicle while intoxicated (OWI) after a traffic stop on State Road 37.

According to an affidavit for probable cause filed by Captain Max Uebelhoer of the Bedford Police Department, Andrew W. Kinser, 33, was arrested on charges of OWI with a prior conviction, OWI per se with a blood alcohol content greater than 0.15, and OWI endangerment.
The incident occurred on March 9, at approximately 12:20 a.m. Captain Uebelhoer, while on traffic patrol, observed a red Jeep Cherokee, driven by Kinser, drifting across the white fog line on State Road 37 multiple times. After witnessing the vehicle drift on three occasions, Captain Uebelhoer initiated a traffic stop near State Road 37 and Pumphouse Road.
Upon approaching the vehicle, Captain Uebelhoer detected the odor of alcohol and observed Kinser’s red, glassy, and bloodshot eyes. Kinser admitted to consuming alcoholic beverages, specifically whiskey sours, at a local establishment.
Kinser agreed to perform standardized field sobriety tests, which he failed. He then agreed to a breath test, which registered a blood-alcohol content of 0.162.
Kinser was then transported to the Bedford Police Department, where Sergeant Shelhart, a certified breath test operator, administered an accredited breath test using an Intox IC/ER-II machine. The test results showed a blood-alcohol content of 0.155 g/210L of breath.
Kinser was subsequently transported to the Lawrence County Jail.
A vehicle inventory was conducted, and Jackson’s Heavy Haul towed Kinser’s vehicle.
According to the affidavit, Kinser has a prior OWI conviction from Monroe County, Indiana, dated December 9, 2020.
Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
