Indiana State Police arrest sex offender wanted from Utah

BLOOMINGTON– Indiana State Police have arrested a sex offender wanted on charges from Utah, following an investigation by the Bloomington Post and the Indiana State Police Internet Crimes Against Children (ICAC) Task Force.

On Wednesday, March 12th, ICAC Detective Robert Whyte initiated an investigation into Scott D. Kain, 37, of Bloomington, after receiving a cybertip report from the National Center for Missing and Exploited Children (NCMEC). The report indicated that a juvenile female victim had reported Kain requesting images from her on Discord and threatening her if she did not comply. NCMEC is a non-profit organization that assists families and law enforcement in preventing child abduction and sexual exploitation.

Detective Whyte’s investigation revealed that Kain was residing in Knox County, Indiana, and had failed to register as a previously convicted sex offender. A felony warrant was issued for failure to register. As the investigation continued, ICAC Investigators from Layton, Utah, contacted Whyte, informing him that a 14-year-old female victim had reported Kain soliciting nude images and threatening to murder her if she did not comply. A warrant was also issued for Kain’s arrest concerning the Utah investigation.

Whyte located Kain living in the basement of a southern Monroe County residence. After obtaining a search warrant, Whyte, with assistance from Troopers Matthew Harris, Tyler Trueblood, and Jesse Crane, arrested Kain without incident. The investigation also revealed that Kain had been living in Monroe County since July 2024 without registering as a sex offender.

Kain was arrested on warrants and faces the following charges:

Knox County:

  • Failure to Register as a Sex Offender
  • Two counts of Child Solicitation
  • Two counts of Dissemination of Harmful Matter to Minors

Davis County, Utah:

  • Enticing a Minor (2nd Degree Felony)

Monroe County:

  • Failure to Register as a Sex Offender (Local Charge)

Kain was transported to the Monroe County Jail.
