A copy of the resolution obtained during the meeting highlights the commissioners’ responsibility to set and manage personnel policies. It specifically addresses sections of the Employee Handbook concerning overtime (Section 5.14), compensatory time (Section 5.15), and PTO leave (Section 6.1.1).

According to the document, the commissioners have previously implemented a county-wide timekeeping system to streamline the tracking and verifying of employee work hours. The resolution reinforces the importance of accurate timekeeping and proper documentation for payroll and benefit purposes.

Key points of the resolution include:

  • Reaffirmation of Handbook: The commissioners formally ratified and reconfirmed the provisions of the Lawrence County Employee Handbook, adopted initially on December 23, 2019.
  • Specific Policy Enforcement: Sections 5.14, 5.15, and 6.1.1 of the handbook, which detail overtime, compensatory time, and PTO leave, are explicitly reinforced.
  • Strict Adherence: All officeholders and department heads are expected to strictly adhere to these policies unless they have obtained an express waiver from the commissioners.
  • Accurate Records: The resolution mandates that all officeholders and department heads maintain proper, complete, and correct employee payroll and benefit records under their supervision.

The commissioners stated that this resolution intends to provide clarity and consistency for employees and the public regarding county personnel policies. The county aims to improve transparency and accountability in its administrative practices by formalizing these procedures.
