
INDIANA – Governor Mike Braun has signed two executive orders to enhance customer service for Hoosiers by modernizing technology and streamlining processes within state government.
Modernizing the BMV
Executive Order 25-41 focuses on the Bureau of Motor Vehicles (BMV). It directs the Secretary of Transportation and Infrastructure to develop a five-year strategy for the BMV’s digital and technological advancement.

The BMV’s current software system, STARS, was implemented in 2004 at a cost of approximately $50 million. It is now nearing the end of its lifespan and costs around $10 million annually to operate and maintain. Governor Braun emphasized that technology has advanced significantly since 2004, and it is time for the BMV to leverage these advancements to improve service for Hoosiers.
“Customer service was always my top priority when I was building my business, and it’s my top priority for Hoosiers as well,” said Governor Braun. “Governor Mitch Daniels revolutionized the BMV twenty years ago, and the time has now come to build on that progress with a new modernization effort. The BMV is where nearly everyone interacts with their state government, and these modernization solutions will allow the BMV to deliver the best-in-class customer service Hoosiers deserve.”
Streamlining Transportation Permitting
Executive Order 25-42 addresses permitting within Indiana’s transportation network. While the Indiana Department of Transportation (INDOT) has been recognized for its efficient infrastructure network, the current right-of-way and permitting system lacks consistency across offices, leading to potential delays and confusion for applicants.
“The Crossroads of America has to be the gold standard for transportation permitting, which means clarity, predictability, and best-in-class customer service,” stated Governor Braun. “This new permitting modernization effort led by the Office of Transportation and Infrastructure will streamline the process with uniform statewide standards, an improved Electronic Permit System, and clear regulatory requirements available to all applicants.” Sources and related content
This order authorizes the Secretary of Transportation and Infrastructure to oversee a comprehensive review of INDOT’s permitting processes, establish uniform statewide standards, modernize the Electronic Permit System, and ensure all regulatory requirements for obtaining a permit are clearly accessible on the INDOT website.
