Man arrested for OWI and marijuana possession in highway sign crash.

BEDFORD– A man from Rocky Mount, North Carolina, was arrested early Monday morning on charges of operating a vehicle while intoxicated (OWI), controlled substance, OWI endangerment, and possession of marijuana, following a single-vehicle crash on State Road 37.

According to an affidavit of probable cause filed by Officer Taylor Daugherty of the Bedford Police Department, the incident occurred around 3:36 a.m. on Monday, March 31. Officer Daugherty observed a red Dodge Ram 1500, driven by 35-year-old Kevin S. Foreman, veer into the median of State Road 37 and strike a state highway sign, causing sparks to emit from underneath the vehicle.

Foreman was standing outside the vehicle when the officers arrived, and he stated he believed he had fallen asleep while driving. His male passenger corroborated this. During the initial interaction, Officer Daugherty detected the odor of marijuana and observed that Foreman had slurred speech and glossy, bloodshot eyes.

Foreman admitted to smoking marijuana earlier in the evening, around 8:00 or 9:00 p.m., and revealed that he had marijuana in a silver canteen inside the vehicle. Officers found the canteen, which contained 16 grams of marijuana, during a search of the vehicle.

The vehicle also sustained significant front-end damage from the crash.

Foreman agreed to perform Standardized Field Sobriety Tests exhibiting multiple signs of impairment, including difficulty following instructions, poor balance, and lack of coordination. A preliminary breath test (PBT) showed no presence of alcohol. Foreman refused to submit to a chemical blood test after being read Indiana Implied Consent.

A search warrant was obtained for a blood draw, which was executed at IU Health Bedford Hospital at 5:38 a.m. The blood samples were taken for further testing.

Foreman was transported to the Lawrence County Jail. The passenger was given a courtesy ride to a nearby hotel. Stone City Collision towed the vehicle.
