LAWRENCE CO. – During their meeting on Thursday, members of the Lawrence County Redevelopment Commission approved the next steps toward constructing a shell building in Mitchell’s Industrial Park, which will later be occupied by a business.
In the meeting, the commission approved a resolution which empowers them to proceed with a build-transfer-operate model for this project, which allows them both the certainty of a set project budget, as well as the freedom to walk away should the project not be what they’re looking for, according to RDC president Jeff Quyle.
“I think that all of us generally concluded that we like the build-operate-transfer model as a way to build the shell building because it can give us budget certainty with a guaranteed price. And, we can use the qualification based method of selection. And, because we know ultimately we can walk away if we don’t get the kind of project we want out of the proposal,” Quyle said.
The commission also approved the release of a request for proposals and qualifications for the project. The deadline for proposals will be March 31. As per their memorandum of understanding agreement with the City of Mitchell, who are providing the 14-acre plot of land for this project, the RDC will need to have a contractor selected by the end of June and the entire project will need to be completed by July of 2025.
The building itself will be 50,000 square-feet, which will be expandable up to 100,000 square feet, once completed.
