Intoxicated driver faces reckless driving, resisting arrest, and drug charges

BEDFORD – A Bloomington man was arrested after a Bedford Police officer stopped his vehicle on Sunday, August 27th at 4:06 p.m.

The officer was patrolling 16th Street when he noticed a 2015 gray Honda Civic traveling east at a high rate of speed. The driver was traveling at 60 miles per hour in a 30 mph zone.

The vehicle was stopped at 16th and O streets.

The driver was identified as 28-year-old Richard Phillips II.

When told why he was stopped Phillips replied “It’s a very good road and going straight”.

Phillips told police he was from Bloomington and in Bedford buying pizza at the Court Room restaurant.

Police told Phillips the Court Room had been closed two months ago. He then told officers he had drank two beers there earlier in the day. While speaking with Phillips the officers noticed open alcoholic containers in the back seat.

Phillips failed several field sobriety tests. He refused to perform a breathalyzer test. He was then detained but pulled away from the officers. He was warned if he continued to resist he would be tased. He continued to resist and an officer deployed his TASER striking Phillips in the stomach. Phillips immediately pulled the probes out. He was then placed in handcuffs.

During an inventory of his vehicle, police found a plastic baggy containing marijuana.

Bedford Fire Department’s first responder and an IU LifeLine ambulance crew arrived on the scene and medically cleared Phillips.

A search warrant was secured and Phillips was then transported to IU Health Hospital for a blood draw and then transported to jail on charges of operating a vehicle while intoxicated endangerment, OWI controlled substance, possession of marijuana, resisting arrest, and reckless driving.

His vehicle was towed by Stone City Service & Collision Center.
