According to the probable cause affidavit filed by Officer Turner, the incident began around 10:40 p.m. when he was informed that Bandy was on foot in the area. The officer quickly recognized Bandy and saw him walking east on 6th Street, where he reportedly pulled the hood of his sweatshirt over his head in an apparent attempt to evade attention.

Officer Turner activated his vehicle’s overhead lights and instructed Bandy to stop. Bandy initially questioned what he had done wrong and refused to put down his phone and lighter. When the officer informed him about the warrant, Bandy denied its existence and resisted.

Officer Turner attempted to gain control of Bandy’s left arm to place him under arrest. However, Bandy tensed up, pulled his arm away, and tried to turn away from the officer. The struggle continued as Bandy attempted to plant his feet and stop the officer’s forward movement.

Despite the resistance, Officer Turner instructed Bandy to put his hands behind his back. The situation escalated after multiple commands and further attempts by Bandy to argue and turn away. Ultimately, Bandy complied with the officer’s commands and was taken into custody without further incident.

Bandy was then transported to the Lawrence County Jail, where he will await processing related to the felony warrant. He is facing a new charge of resisting law enforcement.
