Mitchell man seen stumbling around Captain D’s, arrested on drug charges

BEDFORD- On October 10, at approximately 11:37 a.m., Bedford Police were dispatched to 2803 16th Street (Captain D’s Restaurant) about an intoxicated male causing a disturbance. Dispatch advised that the male was wearing a blue sweatshirt and blue jeans. While en route to the call, BPD Major Jeremy Bridges observed a male matching the description walking eastbound on 16th Street, not far from Captain D’s. The male (later identified as Jamie Lynch) appeared to be stumbling as he walked on the sidewalk and looked back at Officer’s patrol vehicles as they passed him. Major Bridges had dispatch contact the employees at Captain D’s, and they verified that the suspect had already left the restaurant on foot. Employees stated that Lynch had been stumbling around the restaurant and, at times, began to fall asleep.

BPD Officer Blackwell located Jamie walking in the Jackson County Bank parking lot and made contact with him. While Officer Blackwell spoke with him about the complaint, Officer Clay Blackburn arrived to assist. The suspect appeared to be under the influence of some substance as he was unsteady on his feet and was swaying. He was also constantly moving his hands, and he appeared to have discolored mucus running from his right nostril, indicating that he may have snorted something.

Officer Blackburn asked Lynch if he had weapons or anything illegal on him, which he said he did not. Lynch initially gave consent to be searched but recanted when he was approached. He began reaching in his pockets, and Officer Blackburn grabbed his arm to prevent him from doing so and told him not to reach for anything. Lynch continued to reach for his waistband and pockets and was told to stop multiple times. Due to his behavior, he was handcuffed for officer safety.

A search of Jamie’s person revealed a cut drinking straw that contained white powdery residue from his left pocket, a glass pipe containing burnt residue from his right pocket, and a black flashlight inside his waistband. Inside the flashlight, Officers located multiple pills of two different variants. The pills were later identified as Acetaminophen/Oxycodone and Alprazolam, the first being a schedule 2 narcotic analgesic and the second being a schedule 4 benzodiazepine. After searching Lynch, he was escorted to a patrol vehicle and placed inside.

Major Bridges then advised Jamie of the Miranda Warning and asked him if he understood his rights, which he advised that he did. Jamie admitted that he snorted “Percocet” and that he did not have valid
prescriptions for the pills found. Jamie advised that he got the pills from someone else, and he also admitted to smoking marijuana from the glass pipe.


He was then transported to the Lawrence County Jail, where he was remanded on the following charges:

  • Possession of a Narcotic Drug
  • Possession of a Schedule 4 Controlled Substance
  • Possession of Paraphernalia
  • Public Intoxication
